Nation states first began to use radio to advocate and explain their foreign policy goals in the 1930s.

Many governments are capitalizing on the introduction of new technologies such as internet and satellite radio. These technologies have allowed a number of countries and subnational groups with fewer public diplomacy resources to launch their own stations.
